Although i cannot understand what concurrent means (there must have been an ommission or something), the word-cluster on emergency footing may well mean that the board of directors is in a really precarious situation because it does not have a firm footing. The word footing means in this case basis on which something is established. Given that this basis is in '' an emergency'', i believe that on emergency footing can be construed as on the brink of collapse or simply in an emergency situation, where immediate action is essential.
