Hi, ich habe mal einbisschen nachgeforscht, i did a bit of research on that.

Es kommt auf den Zusammenhang an. It depends on the context.

Es gibt die Redewendung "when / where the rubber meets the road" (ursprünglich entstanden aus einer Reifen-Werbung - siehe Link)
sie wird als Metapher für einen entscheidenden Moment benutzt, auch um auszudrücken: "wenn es wirklich drauf ankommt", "worauf es schließlich ankommt" "wenn es ernst wird", "wenn es wirklich wichtig wird"

There's the idiom "when / where the rubber meets the road" (originally from an advertisement of a tire-company)
it is used as a metaphor for a defining moment... it can be also used to mean: " the moment of truth", "when you get to the action", "when it gets serious", "the most important point of something",

http://en.wikipedia.org/wiki/Firestone_ ... er_Company
" Where the Rubber Meets the Road is an advertisement jingle that was frequently used in the 1960s and 1970s [...] "
" Wherever wheels are rolling,
No matter what the load,
The name that's known is Firestone
Where the rubber meets the road "

ich hoffe das war hilfreich
i hope that helped

Ergänzung:

Hier ist das korrekte Zitat; es geht um Lernziele:

"The logic of backward design applies regardless of the learning goals. For example, when starting from a state content standard, curriculum designers need to determine the appropriate assessment evidence stated or implied in the standard. Likewise, a staff developer should determine what evidence will indicate that the adults have learned the intended knowledge or skill before planning the various workshop activities.

The rubber meets the road with assessment. Three different teachers may all be working toward the same content standards, but if their assessments vary considerably, how are we to know which students have achieved what? Agreement on needed evidence of learning leads to greater curricular coherence and more reliable evaluation by teachers. Equally important is the long-term gain in teacher, student, and parent insight about what does and does not count as evidence of meeting complex standards."

Das Nomen 'assessment' meint hier die Leistungsbeurteilung.

"The rubber meets the road with assessment."
"Entscheidend ist die Leistungsbeurteilung."
