Im Rahmen der europäischen Entwicklungszusammenarbeit werden diese Länder durch das Instrument für Heranführungshilfe (Instrument for Pre-Accession Assistance, IPA) unterstützt.
Die Ukraine, Weißrussland und die Republik Moldau sowie die Kaukasusstaaten Armenien, Aserbaidschan und Georgien werden im Rahmen der europäischen Entwicklungszusammenarbeit durch das Europäische Nachbarschafts- und Partnerschaftsinstrument (ENPI) gefördert.
