Die Elektronen-Stretcher-Anlage ELSA wird von der Universität Bonn im Land Nordrhein-Westfalen betrieben.
Sie besteht aus drei Stufen ( Injektor-LINACs, Booster-Synchrotron und Stretcher-Ring ) und liefert einen Strahl polarisierter oder unpolarisierter Elektronen mit variabler Energie von maximal 3,5 GeV.

Experimentelles Zentrum des Transregio- Sonderforschungsbereichs ist die Elektronen- Stretcher-Anlage ( ELSA ) am Physikalischen Institut der Universität Bonn.
Die Wissenschaftler der drei Universitäten betreiben hier gemeinsame Grundlagenforschung und nehmen mit einer Reihe von Detektoren die innere Struktur der Protonen und Neutronen unter die Lupe.
