Die Arbeitsschritte umfassen eine Ist-Analyse, den Aufbau von sozialpartnerschaftlichen Strukturen und Modellen für mehr Transparenz durch partizipative Entscheidungsprozesse und deren Erprobung mit anschließender Evaluierung.
In diesem Kontext unterstützt das Programm die Zertifizierung von Abschlüssen der beruflichen Erstausbildung, die Akkreditierung von beruflichen Bildungseinrichtungen und Programmen sowie die Einführung und Nutzung einer verbesserten Arbeitsmarktdienstleistung für Arbeitssuchende und Arbeitgeber.
