In particular doctors, midwives, nurses and orderlies tend to leave for wealthier countries with better working conditions and higher pay, leaving gaps in the health care systems of their countries of origin.
The creation of new incentives and alternative courses of training that would close these gaps poses a challenge to efficient health system development .
