The bank then decided that the monetary unit was to be the speciedaler (rixdollar), divided into 120 skillings or five ort (rigsort) of 24 skillings each.
It is naive to think that governments believe so much in competitive currencies that they would encourage and accept a digital monetary unit without a central issuer.
It therefore follows that criteria for deciding and controlling the monetary unit -- which include, of course, the setting of interest rates -- must be based on fairness.
